“Müasir mərhələdə Azərbaycan Respublikasında dövlət gənclər siyasətinin inkişaf etdirilməsi istiqamətləri və optimallaşdırılması yolları” adlı məqaləsində müəllif göstərmişdi ki, hər bir ölkədə gənclərlə bağlı həyata keçirilmiş olan dövlət siyasətinin hansı səviyyədə olmasından asılı olaraq həmin cəmiyyət haqqında ümumi təsəvvürə sahib olunur. Bu baxımdan məhz gənclər xüsusi sosial-demoqrafik qrup kimi ölkənin gələcək tərəqqisində mühüm rol oynayırlar. Gənclərin əhalinin digər qruplarından fərqlənməsi onların təhsili, dövlət və ictimai yeniləşmənin məqsəd və vəzifələrini bölüşməsi və qəbul etməsi, həyat perspektivləri ilə əlaqələndirilməsi, dövrümüzün qlobal çağırışlarına cavab vermək üçün zəruri keyfiyyətlərə malik olması ilə əsaslandırılır. Müəllif öz məqaləsində həmçinin, gənclərlə əlaqədar aparılan siyasətə belə tərif verir ki, o, cəmiyyətin və dövlətin, əhalinin müxtəlif qrup və təbəqələrinin, sosial institutların müstəqil demoqrafik qrup kimi gənclərə münasibəti, eləcə də gənclərin özünün əhalinin digər qruplarına, sosial institutlara və bütövlükdə cəmiyyətin dəyərlərinə münasibəti nəzərdə tutulur. Bu mürəkkəb, ziddiyyətli və çoxşaxəli vasitəçi münasibətlər sferası gənclərin sosial vəziyyətini və bununla yanaşı, sosial-iqtisadi, hüquqi, siyasi vəziyyəti, müəyyən səviyyə və həyat tərzini, son nəticədə həyat keyfiyyətini, uzunmüddətli perspektivdə isə iqtisadi fəal əhalinin konturlarını və keyfiyyət parametrlərini xarakterizə edən mühüm birlikdir. Məqalənin sonunda müəllif tərəfindən ümumiləşdirmə aparılaraq qeyd edilir ki, müasir mərhələdə Azərbaycanda gənclər ölkənin dinamik inkişafında mühüm rol oynayır. Bu uğurların əsasında müəllifi ümummilli lider Heydər Əliyev olan dövlət gənclər siyasəti dayanır. Azərbaycanda həyata keçirilən dövlət gənclər siyasətinin xüsusiyyətlərindən biri də ondan ibarətdir ki, gənclər siyasətinin həyata keçirilməsində təkcə dövlət strukturları deyil, həm də gənclərin özləri də yaxından iştirak edirlər.

Summary
In his article “Directions for the development of state youth policy in the Republic of Azerbaijan at the modern stage and ways to optimize it”, the author showed that depending on the level of state policy implemented in each country regarding youth, a general idea of that society is formed. From this point of view, it is precisely young people, as a special socio-demographic group, who play an important role in the future progress of the country. The difference between young people and other groups of the population is justified by their education, sharing and accepting the goals and objectives of state and social renewal, their connection with life prospects, and the possession of the necessary qualities to respond to the global challenges of our time. In his article, the author also defines the policy carried out regarding youth in such a way that it implies the attitude of society and the state, various groups and strata of the population, social institutions to young people as an independent demographic group, as well as the attitude of young people themselves to other groups of the population, social institutions and the values of society as a whole. This complex, contradictory and multifaceted sphere of intermediary relations is an important unity that characterizes the social situation of young people, and at the same time, the socio-economic, legal, political situation, a certain level and lifestyle, ultimately the quality of life, and in the long term, the contours and quality parameters of the economically active population. At the end of the article, the author summarizes and notes that at the modern stage, young people in Azerbaijan play an important role in the dynamic development of the country. The basis of these successes is the state youth policy, the author of which is the national leader Heydar Aliyev. One of the features of the state youth policy implemented in Azerbaijan is that not only state structures, but also young people themselves are closely involved in the implementation of youth policy.
