SUMMARY
In the system of organizing international cultural relations of the Republic of Azerbaijan, apart from state and government institutions, international organizations, public-social institutions, and personal activities of individual people have a great place. The activity of individual people is of great importance in the organization of international cultural relations. Historically, in the process of development of international cultural relations, the activity of individual people has appeared as the main direction. In modern times, the role of state and government bodies and international organizations is greater than that of individuals in the development of international cultural relations. The international cultural relations of the Republic of Azerbaijan are carried out by the relevant departments of the Presidential Office, embassies and consulates, the Ministry of Culture of the Republic of Azerbaijan, the Ministry of Foreign Affairs of the Republic of Azerbaijan, and the State Committee on Work with Diaspora. Cooperation with international organizations is manifested in cultural relations with UNESCO, ICESCO, TURKSOY, CIS Council for Cultural Cooperation, GUAM and other institutions. In the process of cooperation with international organizations, Islamic World Educational, Scientific and Cultural Organization - ICESKO attracts special attention.

РЕЗЮМЕ
В системе организации международных культурных связей Азербайджанской Республики, помимо государственных и правительственных учреждений, большое место занимают международные организации, общественные учреждения, а также личная деятельность отдельных людей. Большое значение в организации международных культурных связей имеет деятельность отдельных людей. Исторически в процессе развития международных культурных связей главным направлением выступала деятельность отдельных людей. В современное время роль государственных и правительственных органов и международных организаций в развитии международных культурных связей превышает роль отдельных лиц. Международные культурные связи Азербайджанской Республики осуществляют соответствующие подразделения Аппарата Президента, посольства и консульства, Министерство культуры Азербайджанской Республики, Министерство иностранных дел Азербайджанской Республики, а также Государственный комитет по работе с диаспорой Азербайджана. Сотрудничество с международными организациями проявляется в культурных связях с ЮНЕСКО, ИСЕСКО, ТУРКСОЙ, Советом по культурному сотрудничеству СНГ, ГУАМ и другими институтами. В процессе сотрудничества с международными организациями особое внимание привлекает Всемирная исламская организация образования, науки и культуры – ICESKO.
