РЕЗЮМЕ
В статье отражено понятие избирательного процесса и вопросы обеспечения прозрачности этого процесса. Были отмечены руководящие принципы проведения наблюдения на всех территориях Азербайджанской Республики, а также проведено сравнение различных аспектов избирательной системы на основе местного и зарубежного опыта. Со ссылкой на зарубежную литературу были отмечены сведения о существующем в избирательной системе Турции «методе Д’Ондта», а также отмечены преимущества электронной избирательной системы. Также в статье отражены статистические показатели документооборота в избирательной сфере на примере конкретной библиотеки.

SUMMARY
The article reflects the concept of the election process and the issues of ensuring transparency in this process. Guidelines for conducting surveillance in all territories of the Republic of Azerbaijan were noted, and the different aspects of the election system were compared based on local and foreign experiences. With reference to foreign literature, the information about the "D'Hondt method" existing in the Turkish election system was noted, and the advantages of the electronic election system were noted. Also, statistical indicators on the flow of documents in the electoral field based on a specific library example are reflected in the article.
